I have made some kit downloads and I used a few cheats just to see how they worked but I have just noticed that I can change any players ratings. Even max them at 7 was this a discussion I missed? Is it cheat? Someone please tell me.

No, this is not a cheat. EA removed the points system and this allows you to change player ratings to the max without any limits.
