Rooney touched the ball without a boot, so it's a foul, it's explicit in the rules that the ball can't be played without the boots. according to the rules as well, Rooney should have seen the yellow card in that play...

LOL. My thoughts exactly. Did you see the freekicks given for NOTHING. I remember one where Vassel controlled the ball and a freekick was given against him and one (this made me laugh) where a Portuguese player jumped on top of (I think it was Campbell) and the freekick was give against him.
What about saving penalties without gloves is that illiegal????????? or changing the order of the penalty takers with out informing the other team or referee???????

Yup. As for no gloves, I don't think there's anything wrong with it neither, and the ref would've called it straight away as he's standing there.
About the boot thing though. That's a new rule to me, so maybe it exists or maybe it doesn't. On this instance I'm tempted to believe that it is a rule because Rooney didn't foul the defender and neither did the defender foul Rooney. It was only after Rooney touched the ball with his bootless foot that the referee called it.
I agree with the fouls against Vassell though. He did nothing for the 1st 2 given against him.

When there's an infrigement of the equipment the player has to leave the field of play When THE BALL NEXT CEASES TO BE IN PLAY, unless he has already corrected his equipment.

since Rooney touched the ball without the proper equipment the ref imho stop the play correctly and did what the quote says...
