i'll try to answer your questions...
1:You have gone over your budget in one of the areas: Transfers,wages,construction or misc..
If you have a save from before the season end,you can go in Finances and re-allocate money from one budget to another.
2:There is an official database update patch,it updates all the transfers made before the january transfer window closed.
This transfers will not happen before 1st january...

3:Is the Camp finished? On the same day it is built you will get some message saying that they have found a talent or many in the camp.
If you go to staff page just assign youth coaches to the selected camp..
On the screen where you can see all the youth camps,just right click on the text of your camp. Ex:Rio de Janeiro....
I will try it again tonight and see what happens...
