How so impossible to open? Were you able to download it? If so, you have to have FreeArc installed on your computer.

Just right-click the update, "Open With" and then choose FreeArc to open the file. Simple.

The way you were talking it sounded like you couldn't get access to the arc file. Well, the reason the mod doesn't work I don't know. The link patch that Benq posted is the same as that, I think.
Try installing FIFA Clean and then put the patch.

Install FIFA 18 and then put patch update 1-3 in the game folder.

Make sure the game is opening normal.
With freearc extract update 1-3 into FIFA 18 folder and replace all files.
Then try installing the Benq mod.
