Anyway I found the fix for that by myself, thanks to my God.

Go to fifa 19 folder / data / win32 /select all commentary.TOC files and cut them to another folder out of the fifa 19 game directory.
Also all commentary.TOC files in patch / win32 folder and cut them to another folder out of the fifa 19 game directory.
Delete mod data folder in fifa 19 folder.
After that reinstall your frosty editor
But when you want play the game you should return all that commentary.TOC files for their own folders and then run the game.
NOTES that this way is temporary solution way for open editor.
Also all commentary.TOC files in patch / win32 folder and cut them to another folder out of the fifa 19 game directory.
