What you said is correct in one way. But on the other hand we can treat this as a 'worldwide' pack like the uefa, caf, or afc ones. This time we have to choose which confederation we need to play with and choose the version accordingly. If I choose uefa, I think it won't be possible later to change clubs to afc region and have full experience.
I hope even if Harry release base pack now, it won't affect much on the release of further conf packs. Hence those who are so desperate can have the base one now. But at the same time there won't much disadvantage to others who prefer full release because, I hope, its release date would not differ much between
<base pack then rest of the packs> and <all packs together>.
I personally, even though I still can wait until Harry wishes to release the mod, would be to do a career in Europe first. Then after I feel it over move on to any confederation packs and so on. So even if Harry release the 'all pack' version while I am enjoying my initial career, I will not use the new dB till I stop my career.
P. S: what is proposed solely depends on the point that 'releasing this base packs would not make much significant delay to the conf packs release than the approximate release date which Harry have in mind on <all pack only> release'
