Best : PES4 (step back from PES3, but still fun), FM 2005, NFS Underground 2

Worst : Cant think of any. Didnt play FIFA 2005 so i cant name it as worst.

I still need to get my PES4 for PC. I've been playing a lot of it on my mate's house at his PS2.

Best: FM 2005 (of course) and Savage: Battle for Newerth (released in US in 2003 already, but 2004 for Europe)
Worst: pff, difficult, I don't really buy games if I dont know for sure I like them. Didn't like NFSU2 though.
