Aah ok, I thought you meant that they deserve it in general.
But yeah, why not if they're the hosts.

EDIT: And I've just done some background reading. Apparently they want a joint bid without Luxembourg qualifying which would be immensely unfair.

Not really. Luxembourg only has what, 1 stadium which is usable? It's unfair to give a team that certainly won't qualify a spot. Especially when you already have 2 other spots given away.
