Try to fill as much as the box as you can with the face, also try to use Slight HDR toning and a bit of sharpening.

Also if it's dark hair you can change the white light levels to make a brush from the hair, then you can use a bit of gaussian blur to get rid of the jaggies.

Also if the hair is too light to make a brush you can import bits of hair texture from other avatars which have been done nicely by ea such had vancouver whitecaps. :)
