No. You always need to edit DB to assign electric adboards to some team. But from now on, you can assign them also to non EPL teams.

Just tested: you need both lines in order to make it work correctly.

can we guys with any of these codes to make the adboards appear in career mode even if we choose download squads not default squads ?? scouser09 guessing that that squad update files contain the adboard tables. If this is the case, you will not be able to use your edited tables if you use squad files as those in the squad update file will take precedence.
and i think he is right even if you start a kick off match it also downloading squad update and adboards are not appear

in my fifa, only rotative adboards from real madrid, not dynamic... how can i fixed???? please re-upload real madrid dynamic adboard???

"ADBOARDS_DEBUG_TEAM=1" all team adboard enadble. but only team adboard output. tournament adboard disable.
"ADBOARDS_DEBUG_FORCE_COMPETITION_SET=1" tournament adboard enable, but team adboard enable only EPL.

it works for the leagues...

when you play in the EPL, then take the original "install.ini"...then it's also there OK...
