1. I can't talk for Gigi, but he has answered this countless times. Basically, there's not enough space in the database to create specific players for each season, club, or national team. E.g: there's not enough space to make a Ronaldo for 94, another for 98, and another for 2002. It's a compromise, and in such a large patch covering so many eras and teams some compromises regardless of total accuracy are necessary: people have real lives and are not paid to do this.
2. Only Gigi can answer you this but it seems that his priority is to finish 1880-1930 and 1985-2000. Not sure 2006 is a priority but of course I guess everyone would be happy to have that tournament to play as well.
