Why are you working with .xls? You can open and save directly the .txt file with excel.

Is it possible to add new leagues? New nations (player nationalities)?
Is it possible to change teams count in existing leagues? League rules? Calendars?

You can do it via Creation Master, i mean adding new leagues, new nationalities etc but not the calendar. You can not make it to start in 2019 or 2020. I convert fifa20 db file to fifa08 db. And it is really hard work!

But how do you change the league format for new leagues? For example, number of relegated teams, or number of teams for continental competitions?

Leagues are almost same, there were only some changes from 08 leagues. Everything is editable via CM08. But I do not know where calendar file is stored, sorry

But why do we need Creation Master?
I think we only need to replace models/textures and edit the database. Anything else?
Also aren't there any alternatives for it?

Maybe there other editors of fifa08 that can do without CM. but for me it is the best way to make edition. If you are able to make CM for EURO it is going to be great. Because in EURO 08 kit can be untucked and half untacked.
