OK might be able to help here, no a clue myself but here are the readme files from Ilsan;

there are two way to install IN FIFA 07:

1st way:

requirement : 08 Popup Manager 3.0 by Monkey Dragon,you can get it here : http://www.mediafire.com/?3cw3gmu8428j1ck

If you not install 08 Popup Manager 3.0 by Monkey Dragon yet read this:
STEP TO MAKE IT WORK ON FIFA 07 (FOLLOW STEP BY STEP)
-Go to "C : \ Program Files\EA SPORTS\FIFA 07"
-copy "fifa07.exe"
-paste "fifa07.exe" on the same folder
-then rename the copy file of "fifa07.exe" to "fifa08.exe"
-install the "08 Popups Manager 3.0.exe",choose "C : \ Program Files\EA SPORTS\FIFA 07" as install directory
-then install the "08 Popups Manager 3.0 Update SB.exe",choose "C : \ Program Files\EA SPORTS\FIFA 07" as install directory
-after install u can run this program


After you have install 08 Popup Manager 3.0 by Monkey Dragon,do this:
-paste the *.fsh and *.jpg file in C : \ Program Files\EA SPORTS\FIFA 07\MDSE\POPU
-run the 08 Popup Manager 3.0,TICK "APPLY NEW SCOREBOARD"
-choose scoreboard that you just add,and click IMPORT
-ENJOY THE GAME WITH NEW SB

Or

the 2nd way (I PREFER THE 1ST WAY):

Requirement: BigGui,fatbhbuilder (if you not have this,google it)

-rename the *.fsh file to to23_s.fsh
-open Zdata34.big with BigGUI,import and replace the to23_s.fsh
-compress to23_s.fsh,rebuild and close the BigGui
-regenerate fatbh with fatbhbuilder
4.ENJOY THE GAME WITH NEW SB

AND ANOTHER README FILE SAID THIS;

BBC SB HD
This might be my last SB for long time,this is SB requested by kaka_ivan,i made it for FIFA08,and decide to make it for FIFA 07 too,hope you like it :)

*for FIFA07 user use to23_s.fsh in FIFA07 FOLDER,for FIFA08 user use in FIFA08 FOLDER

HOW TO INSTALL(FOLLOW CAREFULLY):

-open zdata34.big with BigGUI,import and replace the OLD to23_s.fsh
-compress to23_s.fsh,rebuild and close the BigGui
-regenerate your game with fatbhbuilder/Creation Master
4.ENJOY THE GAME WITH NEW SB

*zdata34.big is a place where to23_s.fsh place in FIFA07,in FIFA08 to23_s.fsh PLACE IN DIFFERENT zdata but fifa08 user can ask kaka_ivan how to use it in my FIFA08 THREAD,HOPE he will reply ur question =)

BTW Ömer_SCN.Net, if you do a lot of these for different countries I might drop the Goalkeeper gloves section off the website and replace it with these Scoreboards. ;)

It'd be nice to play the English Premier League with the television station that broadcasts most of its games (Sky Sports), but then the same for Italy, Argentina or Germany.
