None can extract hair model for you because there is no 3D Face Editor or CM 12 but I can extract for you hair textures (alpha and beta) if you want.

There has been a misunderstanding and it's entirely my fault because I wasn't clear at all.I want the hair textures and hair model as rx3 files and I believe that they can be exported in this file format via texture editor or I'm wrong?

No. model from Fifa 12 right now can't be extracted there is no such tool for this.
