About compdata line limit controlling file

Recently I am studying the limit of compdata line. I find there are lines in FootballCompEng_Win64_retail.dll may affect the line limit because some codes seems directly related to compdata files in legacy. But I cannot figure out what those hex code means and the format is difficult to read.

But those codes and format is very similar to squad hex format and tournament hex format. So I wonder if it is possible for programmers to make a tool to present them as excel format just as RDBM did. So we could know what these items means.

If breaking the limit in compdata, it is possible to add more tournaments in FIFA series.
