About V-Sync and FPS

Hey guys, does anyone know a way to really lock the framerate @ 60fps?
i have a R9-280 and im capable of running this game over 100fps, but i rather have v-sync ON. But on replays and some cutscenes, framse will lock even at 20fps! which im hating right now. I cant enable v-sync directly from catalyst, because it wont work on fifa somehow.

I was wondering if theres a file i can tweak to do that! cheers

you'll find WAITFORVSYNC

Force vsync through radeonpro, you get 60fps in cutscenes with it.

Ya, i was able to lock it at 60 by unlocking the framerate in the fifa 15 settings, and then forcing vsync on in the Nvidia control panel.
Cut scenes now run at 60fps.
I'm using a gtx 770m on a gaming laptop.

well i dont know whats wrong with mine then. i turn of v-sync on fifa and turn On on both radeon pro and catalyst, but its not able to override. i still get high framerates but full of tearing, which annoys me very much. anyone else having this problem?

You have to enable 64bit in radeonpro, you can do that by clicking the blue 32bit in the bottom right corner. After that it should work.

yeha i guess youre right, thanks to all!

Im not sure what i did differently now, but perhaps its the 64bit thing.
its working now. 60fps smooth!

When I enable vsynch and set no fps lock in fifa settings I get regular stutterings -.-* with soundloop and stuff...

I have a new PC and there are no fps drops on cut scenes. Obviously has to do with your PC specs.

Need a programmer to explain that. Anyone here a programmer, or are we all just gaming dummies, lol?

I have a new PC and there are no fps drops on cut scenes. Obviously has to do with your PC specs.

I have disabled V-sync (limits) in FIFASetup and use/forced the nVidia V-sync instead.
No sync issues now; so it's not a HW-issue.

I put FPS locked on 30, in the Demo. Gameplay is a bit slower, not as smooth, offcourse, but I actually like it. Might even stay on it (it's a felony, I know, but who cares).

Have you guys compared gameplay with and without v-sync? On my 60hz monitor I feel input lag when using v-sync, and therefore I use a frame limiter with no vsync instead to remove it. But I get some screen tear that's a bit annoying.

I got also big problems with FPS, I was playing fifa 14 with 60 frames without any problem, in Fifa 15 Sometimes I see 10-20 FPS in cutscenes.
