No, you can't disable the clear weather.
The values used for the weather are these:
0-only clear
1-clear and rain
2-clear and snow
3-clear, rain and snow
Choose what you want in that tod1weather column and the stadium will look fine if you won't choose the clear weather (that means that you should avoid the 0 option).
