I think there ought to be an international league involving the top countries as well as including the World Cup
3 divisions of 22 sides with promotion and relegation, with unlimited seasons (as they is no transfers or any player record data to save)
I think such a league instead of national leagues (which'll reduce the demand for FIFA 2003) would prove very popular, people would have a second challenge do complete as opposed to doing one challenge (winning the World Cup)
