Is that good? Libourne is a city, Aquitaine is a 'state' or region right?

If you got the city, name of recepiant and streetadress it's mostly what you need. It's amazing how little you can put on an envelope and i still get's to the right mailbox.

Correct, except its surname (in capital letters) followed by christian name. And it's 33000 LIBOURNE rather than vice versa. :)
