King AJ came with some solution for converting 16 to 14 -> i.e. to use converting it to Switch21 as a middle-step. Maybe it would also work vice versa for these neck bugs...

F'16 -> Switch'21
Switch'21 -> F'14

Do you know someone who knows how to convert from FIFA 21 with FBX files to 16 or 14?

Lagwagon knows but he doesn't respond 50% of the time or wants money, but to get access to FBX you have to pay, I can't pay for FBX and conversions.
