cannot download .net framework 1.1?

hi,
wen i install .net framework 1.1, it cums up with "Microsoft .net framework setup failed" and wen i clik on creation centre it cums up with "The application failed to initialize properly (0xc0000135). Click on OK to terminate the application." what do i do plz cus i hav tried all day trying to work it out. plz. thank u ;)
