Yeah, turned that off a long time ago.
I just tried to run the install on my 8.1 laptop as a little experiment and the freaking thing started installing. Got to the point where it asked for the activation key. Could it be as simple as being on Win7 on the desktop?

No, because I run Windows 7 Ultimate 64 bit and had no issues.

It never asked me for a serial because I bought it from EA via Origin.

Are you trying to install to the C drive or another HDD ?

I've done both. My D: drive that I use as my media drive and for all my installs and I also tried my C: drive that I don't like to install games on because it's only a 250GB SSD.

So funny, that terrible chat I had with EA led to them saying they'd escalate my case and send instructions. So I got them but they were basically the troubleshooting instructions for their customers. So lame. It was literally this...

Please refer these steps:

Follow the steps outlined in How to - Origin - Stuck Game Download. [M]
Make sure the player is running the latest version of Origin.
Advise the player about programs that might conflict with Origin.
Advise the player to run Origin as admin.
Allow Origin through Firewall and Antivirus. [M]
Reset Internet Explorer Settings.
Set different cache for Download / Set different Install folder.
Perform a boot with Safe Mode with Networking. * [M]
Ask the player to reproduce the issue. [L]
Gather UO Trace - Correctly interpret the results.[L]
Gather MSinfo - Correctly interpret the results.[L]

I have no other ideas on how to fix the issue.

With all that money you have in that machine I'm sure you have a large pen drive
or external.

The last thing I would try is to copy the install from your Windows 8 machine to your Windows 7 machine and see if Origin recognizes it, if it does attempt a repair install
to get the registry keys.
