By having better game results? I've played with both romanian patches (RNGP and FERL) and I've received MANY NT offers in both of them.

What do those numbers mean?

Maximum annual growth a division can have. Division here are identified by numbers 1 to 5. These divisions are different overall groups. Look at these lines that define overall ranges

MAX_ANNUAL_GROWTH_DIVISION_1 = 70
MAX_ANNUAL_GROWTH_DIVISION_2 = 80
MAX_ANNUAL_GROWTH_DIVISION_3 = 86
MAX_ANNUAL_GROWTH_DIVISION_4 = 90
MAX_ANNUAL_GROWTH_DIVISION_5 = 95

The idea here is to control the growth speed once the player has reached an already high OVR and to give the younger players a relatively quicker growth..

If you've been getting good results then its probably some sort of bug. Anyways reagardless of whatever patch you are playing with, you have to look into joboffer.ini. These are the lines you may want to tilt in your favor. You can always revert them back after you've got what you wanted.. Does not require career restart. Just asks for a reloading of the save game. -

MANAGER_SUCCESS = 65 // If manager success is above this then you can get offers // lower this
CONFIDENCE = 85 // If manager success confidence is above this then you can get offers // lower this too
CHANCE_RANDOM_OFFER = 45 // How likely a random offer will be sent // increase this

......

I've never tested these in respect to international offers ,only league ones. But my I idea is that it should work because I don;t see any other file regarding this ..

and, indeed, i received more offers, but only for leagues. Still no international offers. I begin to be frustrated....

Not bad. This is indeed frustrating. Maybe you have another patch installed besides the one with the Romanian league and that patch modifies those settings. I've played with FERL v2, after the first part of the season, I was 1st place, at a certain distance by the 2nd placed team (Steaua). CSKA Moskva offered me a job to manage them at that point. I refused, then in march, Slovenia wanted me as their manager and I accept it. The same situations repeated with RNGP, but there, a NT offer came a bit late, in the 2nd or 3rd season after having remarcable results with Astra.

The above lines probably refer to the variance that could occcur in the primary and secondary attributes of that particular type of player. Types of player are -

SKILLED = 0
// PHYSICAL SPEED = 1
// PHYSICAL POWER = 2
// MENTALLY STRONG = 3
// GOOD HANDS = 4
// ATTACK MINDED = 5
// DEFENSIVE MINDED = 6

Each type has a primary and a secondary attributes ( set of attributes). The lines you posted can make one 'Skilled' player differ by 6 points from another ( -3 - 3 = 6)..

What do I have to edit to make my youth squad players always 70+ ovr at the start?

You'll have to edit the 'youthplayerattributes' table in the main DB file. export it using db12 , use excel to edit , import back and save..

There is no such restriction as far as I know.. I've played 2029..

Career Mode - European Competitions Draw:
I know that there is an option to change teams from the same country in European Competitions.
Is there any trick to change a team from a specific country with another team from different country (e.g.: Dinamo Moscow [RUS] instead of Cork FC [IRL] ) ?

I feel that there is just too much budget a team gets when the win the league.

Too much budget for winning the league? I think there are few money prizes for winning the league/cups in the game. In UCL & UEL is the same problem. This is very unrealistic IMO!

For example, wining the UCL, in RL, gives an amount of over 25M euros, while in the game, you only get 8M euros. Reaching the group stage gives to a team in RL 20M euros. You get NOTHING in the game for reaching the group stage of the UCL!
