Sorry for not providing a readme.

You can follow the same steps as Exocyst describe:

Installation instructions:
1. Install files to correct directory:
cmsettings.ini
CProgram Files\Origin Games\FIFA 13\Game\dlc\dlc_FootballCompEng\dlc\FootballCompEng\data

transfers.ini
CProgram Files\Origin Games\FIFA 13\Game\dlc\dlc_FootballCompEng\dlc\FootballCompEng\data

transferteamdecision.ini
CProgram Files\Origin Games\FIFA 13\Game\dlc\dlc_FootballCompEng\dlc\FootballCompEng\data

settings.txt
CProgram Files\Origin Games\FIFA 13\Game\dlc\dlc_FootballCompEng\dlc\FootballCompEng\data\compdata

2. Check out iar68's tools thread, and download the excellent i68regenerator

3. Run the i68regenerator in your FIFA/Game directory. This program will search your fifa directory for custom files and remove them from the data1.bh header file. This way the game will know to use the file in your directory and not in the data1.big storage file.

you should fix the friendly games mode (7 subs instead 3 only), make transfers in russia (i think that summer transfers are until october and winter transfers are until march but i'm not sure).
you should make winter stop in russia
you should make korean league season like in liga do brasil
you should make the saudi pro league summer transfers until october and winter transfers until the 6th of february

just trying to help ^^

Well, that would be great, but at the moment impossible. That is more DB editing, but also the whole system needs to be changed. Only EA can do that.

I don't know what you mean exactly. I use all the *.ini files, every file is needed to see changes.

Regenerate: Just run it with everything green, except: Fut Cards and Patches.

DAMN... can you make player growth more realistic? you know, player with overall 59 and potential 80, for example, won't grow to his max in two-three years. four-five, something like that.
i can also reccomend about national team offers. you get the offers in no time. half a year can give you a contract in national team. too fast...

Sorry man, I'm not very good with this Regen thing... I have Regen v 3.2.0. so i meant do i have to regen the files...

Think I'm Sorted was using the wrong Regen it's the UL version i needed.

For your other question (friendly-games subs), I misunderstood. Also will try to add more subs to friendly games.

Hmm.. I'm playing with Arsenal. I don't have this issue.

Solution: Give them a higher salary fee

Some transfer results so far with Arsenal:
Gervinho to Udinese (10 million)
Mertesacker to QPR (7 million)
Giroud to QPR (10 million)
Walcott to AC Milan (16,5 million)

A few players transferred/loanded to lower English leagues.

I would like to know some results from other users.
