CM 99/00 - artmoney?

Firstly, i've been playing CM99/00 for years without cheating but I just want to try and increase my teams money for something to do. I can change the balance successfully using artmoney, but my team can only offer £1,200 Max. for wages! So no players want to come. How can I change the wage budget? I've even tried a 'board request' for more wages with no luck. Does anyone know how to do this?

im not sure Artmoney allows you to do it does it...

Thanks for the info and links, although Parcye.exe doesn't seem to work - when i load the program and click Gather Memory, it tells me that cm9900 isnt loaded and that I must load a game first, even though it is already loaded. Anyone had any luck with this?
