CREATİON MASTER CODEPAGE ERROR

Guys, until a few weeks ago I cmp as I wanted without any trouble with the creation master. I was loading and unloading teams with. But when I want to add or remove teams for 2 weeks, I get a 'codepage' error. I formatted the computer, uninstalled and installed all updates, there is no method I have tried but it does not work. I could not find any help on the net. Please help.
