Ability to edit flares - colors, size and location (for all teams or each team).
To move teams from league to league and create leagues.

no...that's not in the game.And if you make a stadium in total club manager 2004 you can't import it to fifa 2004 and if you want to import teams from total club manager 2004 to fifa 2004 only you can import 10 teams we will see if in fifa 2005 we can import unlimited leagues,players and teams

there is only one new thing i would like to see in the next version
of cc.i thought the last was quite useful.
a more free-er movement of players in formation.note strict placements that were in 1.5
something close to wht's available on PES2.the movement of players from their set positions.
and also to have multple installed packages
