Yes it is. I'm a facemaker and usually post at the FIFA 2004 faces forum but I've made a Holland facepack for EURo 2004 so I'll post some screen here for you to enjoy. And if you want to use this pack in game, you must edit your EURO 2004 database with Microsoft Access and UniDB from FIFA Ecp.
In this pack, I've put my Cocu, Zenden, Kluivert and van Nistelrooy and a great thing is when I convert the faces from FIFA 2004 to EURO 2004 I've also edited the arms and legs textures so players never have black finger or bad quality arms and legs.
