Can you tell me which files should I modify to decide the number of teams that are promoted and relegated?

Maybe the file is inside the folder "dlc"?

I found the text file is the file "settings".

dlc \ dlc_FootballCompEng \ dlc \ FootballCompEng \ data \ compdata \ settings.txt

If I'm right with this file you could add PLAYOFF (including the playout) in the various national championships and CUP (also created in the championships).

Some expert can confirm and give me more advice?

We would want to edit other files?

Si puoi farlo, però devi aggiungere l'id del playoff e relativa struttura partendo dall'ultima riga. In quel file puoi modificare promozioni e retrocessioni fra le varie leghe anche se non puoi specificare due leghe diverse per ogni campionato (Lega pro per intenderci)

Yes, you can add playoff and playout. In that file you can edit promotion and relegation for every league

you cant just add to it, if you add to one text then you add to them all just about.

you can add more slots to promotion & relegation but i havent tested the actual limit of how many you can actually add w/o problems.

settings hold the data needed for promotion & relegation, you will need both entries for promotion & relegation for each spot & you will need the entries for the leagues being promoted to & relegated to.

if you are looking into adding a playoff then it will take you a ton of time, you will need to edit multiple texts, some in sequential order or in an order that has to be exact or you will have issues & for any type of addition to a single league structure the schedule will need to be created for those added cups/playoffs which can really create some problems as there are still some things we dont know about or we have an idea of them but arent 100% sure.

Dont forget to use the "Force Comp" text in settings and create the mini playoff tournament on teh compobj and other effected tables if you want a English style playoff to decide the last promotion team. See my last CONMEBOL/CONCACAF patch dlc files. Its all in there for you to use if you want to use it as a reference. I used English style promo/releg for the 2 lower CONMEBOl leagues.
