Do you think that discussing and reserving IDs beforehand on a "forum" basis, compiling a list (maybe making it sticky or promoting it in some way) and kindly asking patchmakers to stick with it would work?

If I remember correctly, Rinaldo did something similar with an older FIFA game and it looked like it would work at that time.
