No, it's not Suarez's fault, it's the club's fault for designating those funds to getting him. You're talking as if it's the other clubs' fault for setting high prices even though they're well within their rights and pretty much everyone knew they would hold Barca ransom bcause they have no reason to sell, there's a dearth of top quality CBs (especially if they have to fit the Barca scheme) and Barca are in a bind and need to buy now. For that reason, Barca should have started negotiating with 3-4 CBs from day one and accepted that they will overpay. PSG got David Luiz for 45m and that is, all things considered, a good price and you should be wary that you will not sign anyone for cheaper. So, what? Barca will say 'fuck it' and wait it out? When they've just spend 80m on Suarez? How could any Barca fan be happy about that? Or, worse still, Barca say 'wait, these CBs cost that much? damn, we're not gonna pay that after spending all that on Suarez".
Note that Hummels and other CBs are as unavailable as Suarez and if you launched 80 for Thiago Silva, I'm not sure PSG would reject the bid. Is Silva worth 80m? No, of course not, but when contextualised within Barca's current market situation and team needs, spending 80m on a top CB makes more sense than doing so on Suarez.
