Yeah actually that would make a lot of sense. And Gundogan is unquestionably a more withdrawn player, so he won't compete with Gotze and Muller for playing time like Kroos did.

I still think Sahin has a big part to play. He was excellent for Dortmund again last year. I know he represents Turkey, but he's German and will probably be at Dortmund for the rest of his career. In fact, his performance last season, young age, and small transfer fee, might mean that Dortmund would accept a Gundogan sale. I know that Bayern have been interested in the past too. Hmmmm
