In the Japanese region I have, 20 text languages are supported and 12 commentaries can be downloaded from origin.

Perhaps, the global (Europe?) Region seems to contain DB files of all text languages.
To use an unsupported text language, you need to edit FIFA 18. exe with the Hex editor.
Also, to use an unsupported commentary language, enable that text language and place a commentary language file.

I do not have a Russian version, so I do not know. If you have the Russian version of FIFA 17, please take a look inside the Legacy view of Frosty Mod Manager. The text language DB file is in the loc folder. rus_ru-meta.xml and rus_ru.db are Russian files. Are there any files other than Russian? I think that FIFA 18 has the same structure. Otherwise it is impossible to change the text language to another language. There is a possibility if Frosty Mod Manager corresponds to FIFA 18.
Regarding the commentary language, I have not tried it but will it work in the following way? I download an English commentary file. Rename the folder and file named "en" to "ru". Place each folder and file. I'm sorry if I did not move. I'm not good at English.

To everyone

In the following cases, FIFA 18. exe needs to be edited again with a hex editor.
- Apply official update.
- Repair of the game by origin.
- Change the language on the origin.

Also, if the commentary language you are using is not supported by the region you have, the commentary language file will not be updated in the official update.
An updated commentary language file is required.

read and read, is very easy, used Hex editor (search in Google - 1° link) download, install - open - open fifa 18. exe (backup before) edit (explaind in coment #6 and down) save and you are ready!!!!!

I can not try the Japanese version I have because all languages can be used.
