I deleted commentaryfull, commentarylaunch files from Data/Win32 folder
It doesn't work
So I have to delete them from both Data and Patch folders to work?

Yes! And not only the "en" locations. Completely all comment files from the "Data" and "Patch" folders. I send them to the trash and restore them after editing.

When Frosty Editor create and load it's cache, do I have to repeat this process every time when I want to open FIFA 19 in Frosty Editor?

If you restore the comment files, there will be an error back. If the files are in the trash, then the editor should run without problems.
