That's what I've seen, although my Messi runs around like he's the only player on the pitch, and I can't get him to stop! Other FWs in my game don't behave this way, which tells me excessive dribbling is linked to other player ratings, possibly high ball control for example. I have a 1-ratings test db where every rating is lowered to 1 for all players, other than pass, dribble, cross, stamina, shot power and finishing. The ball hog issue doesn't happen when I play with that db.
Anyway, my tests have shown that tendency to pass vs dribble is hardcoded and position-specific. Backs will use the short pass more and dribble less than other positions, even if all players' ratings are identical. To offset this, I've found it's necessary to create a specific ratings baseline for each position. For example, in my db, CBs, RBs etc. have a 39 point difference in short pass vs dribble ratings, whereas FWs have a 55 point difference. A 5 point difference in a rating can mean the difference between a player passing the ball normally vs ball-hogging.
Also, player and team ball movement behaviour is greatly affected by slider settings. It could be slider settings are causing some of this ball-hogging behaviour, specifically CPU defensive line settings: CPU line playing high and fullbacks pushing forward. One more thing: Outside backs (RBs and LBs) seem to be the ones doing most of the ball hogging. I haven't tested this yet, but it could be a different baseline for pass vs dribble ratings needs to established for each specific position on the pitch.
