What I did was to open the DB with DB Master and to wipe those four tables (removing all the records in them and leaving them empty).
Basically, wiping these tables, you "force" the game to look for Croatian/Portuguese/Japanese names from the main "playernames" table but the game looks at the nationality first, so if you're scouting for, say, Portuguese regens, the game will take a random name and a random surname from already existing Portuguese players and use them together for the regen.
Yeah, it's technically incorrect to say "drop" (dropping a table implies also that it's going to be deleted from the DB after it's been wiped IIRC, and we're not doing that here) but it was to give the idea thaat they were to be nuked.

If you have problems running Rinaldo's tools, it is understandable that LanguageDBFix does not work as it uses Rinaldo's libraries. Rinaldo's documentation mentions .NET framework 4.0 is needed, maybe you do not have that installed?
Here is my version of locale.big with the language DBs removed. However, it contains the UK version of locale.ini which makes English the default language.
I would be useful if people shared some non UK versions of locale.ini. It may allow me to provide an alternate solution for those who have problems without forcing the UK version of the file.
The loading error may have been caused by a language DB issue.
Can you describe the career mode problem in more detail? Also make sure the career mode compdata is installed via FIP Tournament Manager.

You have activated the tournament mode compdata. These tournaments must be added to countries so they can be selected in tournament mode.
You should be able to add some additional leagues without issues. I have not done any tests to confirm this though. Make backups just in case.
This is something we previously avoided as many converted faces caused crashes for some people but not others, this made it very difficult to keep the patch stable. To my understanding, a solution has now been found.
I consider it important that we have permission to use and give credit for everything we include in this mod. Therefore, an included face pack would pretty much need to be complied from scratch. If anyone would like to help with this, please send me a PM.

This is very interesting. It would definitely give a greater variation for countries with large number of player in the DB. It would also give better local names as the scheme applies some name groups to multiple countries.
The proposed solution may have some flaws though. A likely problem with this method is that countries with a very small number of players in the DB will have a very small pool of names for generated players. It would also not stop some strange choices. For example, Adebayo Akinfenwa is an English player of Nigerian decent. It may feel unrealistic if his first name or last name in particular was allocated to a white English player.

Unfortunately it's a matter of trying to make the ends meet and not always the result is perfect.
I can confirm that the problem of the "too small pool" is real. In FIFA 14, I had like 10 Chinese regens which only had two surnames. I had to "edit in" some Chinese free agents so the game would have a bigger name pool to choose from, and it worked.
About the Akinfenwa thing, you're right (obviously). I had a Swiss regen which surname was Rodriguez and which name was an Albanian one (not sure if Granit or Xherdan but you get what I mean) and it did feel very strange indeed. I don't know honestly if England is indexed in the "career_namegroups" table: if it's not, what you said could possibly happen also in a "clean" FIFA 16 as far as I know.

Please read also the "cons" scuser09 highlighted. This method allows more accurate results but it's still far from perfect.
At first @scouser09 amazing work! I played a few games and I think it's an amazing update. One thing that annoy me is the problem with the yellow cards so that you're players are banned after two games. I think I found a solution for this problem:
You must rework the settings.txt in "FIFA 16\dlc\dlc_FootballCompEng\dlc\FootballCompEng\data\compdata"
You must add following line for the competion you want to change: X,rule_numyellowstored,4

And you don’t know how to separate the championship and cup cards of the country (in many countries they are not summed up)?

Not so big issue but annoying: after installing patch (19/20 edition) the commentators almost every time call the formations wrong. Same problem with referee names.
