Try this out. add the lines into your locale.ini in your data Folder:
MotionBlurEnable=0
MotionBlurForceOn=0
EnableDOF=0
FilmGrainEnable=0
That´s what I have in my locale.ini
But Fidel can give you detailed answer if it not working. I use this lines since I played Fifa 18. I read it in another thread to add this. It´s not from myself.

The pitch always has papers and all. Is it possible to play on a clean pitch?

Just delete the line "FORCE_INTRO_CONFETTI=1" in the local.ini file and you have a clean pitch!

I am playing at 4k ultra and cant discern and dof or MotionBlur. the graphics are crystal clear throughout.Try this out. add the lines into your locale.ini in your data Folder:

Thanks the answer but this not help for me. I put in the locale.ini include extra paper in pitch. Paper visible, but rest of them not working. Anyway thanks Your answer. Any other hints?

fifa 19 on pc doesnt use motion blur or dof. you cant turn off whats not there. if your settings are too high for your rig then thats when you will get blurring etc.
fifa 19 graphics are crystal clear on my rig. but its very powerful.
adding lines to the ini wont make any difference. Any changes should be made in the games cfg file. Surely.
I would suggest you change your graphics settings. If your rig cant handle the current settings then you will get blurring.
what cpu and gpu are you using?

My rig can handle 4K resolution without msaa and ultra quality settings. I’m now on holiday but later weekend make a screenshot and show you what’s I need remove from game.
Fifa 16 the latest one where we can remove dof effect motion blur and rise up weather and player quality in settings.lua

In reality, Frosty Editor will allow us the feature to replace some textures in addition to what we already can do, so enjoy in full what we have. That is of course if Galaxyman doesn't shock us with that mirage of adding textures!

It's clear that ea have built some very sophisticated protection into the game that prevents Frosty from working. If it ever does work then ea will patch it in a update resulting in a perpetual game of cat and mouse.
Fifa 20 will be even more difficult to mod. I would like to use Frosty in order to change the scripting etc. Gameplay is the most important thing for me. Ea have really cracked down on modding. Thank goodness there are people on this forum clever enough to make fifa playable. I honestly don't know how anyone can play the vanilla version it's so bad

Hello everyone. I know that my thread maybe will not fit in here, but maybe someone can helping me with face issue. The issue is that i have tried via RDBM to put some players which are no more exist in FIFA 19 like for an example Drogba, Eto'o ect. but oddly although this players has still "real faces" there will comes/appear another freaky face instead of their faces. A man with little short hair appears in every of them, whatever i have tried with another players and with a woman player which even not exist in FIFA 19 even she got the same man face. Therefore i would like to know if everyone has tried this too and got the wrong face? Or is it no more possible that FIFA 19 read/recognize those kind player faces which are not exist in game, but still has a "real face". Sorry for my english. I hope that my problem is understandable. Thank you in advance!

Hi Fidel, when you do the next upgrade I notice whilst playing English Premiership yesterday I had a referee that had the body of a white man but the head of a black man. Sorry wasn't able to take a note of who this was supposed to be. Keep up the fantastic work you're doing.
