You have to edit cmsettings.ini, and to be precise those lines:

Just change the likelihood of playing with big clubs (the bolded lines) to 100 for all clubs.

I don't like using "career mods", i found it in settings.txt . Can you edit in settings.txt?

I don't know what You mean by "career mods", but i found nothing in settings.txt that'll influence the choice of opponents in friendly games.

I changed value to 100 ,value of other rows=0 . Then I run Fifa12 i68Regenerator 2.1.1.exe and New career , result as Bolton,West Brovich and fckaiserslautern

Try international prestige field in "teams" in DBM. Dunno, but maybe that would work

I changed Leaguename_abbr15_2="League Classic" and changed TeamName_abbr15_470="Milan Classic" , changed Teamname_470,CT_TeamName_470...in eng_us.db but result wasn't changed !
