it's 4 steps
1. select the right save/squad file
2. tick the test mod
3. press the button apply to save
4. press the button save changes
that's all

I've got it working. I think because the tool is a little slow I thought I had saved it when I hadn't.
FYI its called 'Test Kit' in the app not 'Test Mod'. Only a minor detail but could cause confusion.

yes the tool can take some secounds until it's finished, but you will get a message everytime you do something when it's done
