Frame Rate

I dont think its a problem but the frame rate on the game seems to be very temperimental (typo). i have an NTL connection and with the internet always being active i thought it would be a problem and i'm not sure if it is, does anyone know? Also sometimes the game runs really smooth like after doing a disk cleanup yet sometimes it can work with msn messenger running, and really well to. Does anybodt have any advice on how to get maxi mum performance out of the game.
P.S my O.S is windows xp.
