For that you gotta give it as "no country set" in the league option in Creation master 08.

Okay here is my plan:
1.English league 90s-complete except kits
2.German league 90s-complete except kits
3.Italian Serie A 90s-In progress
4.Spanish la liga 90s-In progress
5.Rest of the World 90s[30-35 teams]
Once I complete with the 90s then I will make the 80s,70s,60s and 1850-1950s.
After the clubs,I will make the national teams then I would release the megapatch with correct kits,more faces and lots more.
Ps:If anybody can help me with a particular era or league,the whole project will be completed a lot faster and that sort of help would be greatly appreciated.
