Help on face texture importing

I use wepicture decorder (I don't think if it's the recent update). I use jasc pro 7 for editing the texutre, but my problem is this (look at picture). There's only supposed to 2 (one big texture and one small). Also the file size changes from 25kbs to 9kbs. Once I import the w***.bin file into the game with the afsexplorer (latest version) and open up edit pes4optionfile the face is transparent and in-game I go to that number for the face and the game crashes. Firstly I want to is it something I'm doing wrong or the is it the program wepicture decoder or if pro paint 7 or both? If it's something I'm doing wrong can you please just give me a step by step process on just importing bmp file into a w***.bin file?

U cannot use WE pic decoder to import face textures, U need to use either graphic studio or we mod centre.

I have been looking for wemod centre, but no luck. Does anyone know where I can find it?
