How Can I Create A New League (Third Divison) ?

Hello !
Is it possible to create new league (third division) ?
If it is possible how i can create it ?
I have all the kits, badges and players but i just need to know how i can create it.
It is supposed to be third division without minifaces or real faces (they are going to be generic). The names are going to be real and the budgets too.

Update: I tried to add the third divison but the teams were not promoted / relegated.
I replaced the Belgium League (there isn't Belgium league anymore that's what i mean). How i can change that (that it stays but instead it's not playable in manager mode) ?
I repeat again i have all the kits, badges - everything but i can't make the divisons because i'm new to making new leagues.

Edit: I can't add new teams (i can replace the names and badges but i can't create new teams).

Btw. Which country 3rd division you want to create?

Bulgaria.
The first division is A Group, the second is B Group, the third is V Group (I'm going to combine the best teams) and there are more leagues but that's just too much work.

Update:

I created the third division but the teams can't be promoted or relegated.

Set this in the "tournament" section of the CM, there is a relegation and promotion settings in group settings.
