How do I edit a team's initial salary limit?

I can edit the transfer limit just fine in DBM 11. But where can I set the initial salary limit?

After some trial and error it has turned out that the initial salary budget depends on a club's reputation. I.e. turning up the club's reputation in CM11 leads to a higher initial limit.
