config file is at FIFA 2004\data\system, you have 2 choices, edit it with a HEX editor or take the fifa 2003 file and place it there when its already configured ( i just now that fifa 2003 has at the same place a config.dat file , dont know if they are similar inside ).
Anyway you can edit and it seems "simple" , with a little play managed to change the controls
Also managed to improve the gameplay already, if you want to try the gameplay patch contact me via Private Message.
What i am trying right now is to HACK into the swf, java script and wrappers to make a Direct IP mode, its VERY VERY possible to do it , just i havent found how yet
