I can't figure out how to make kits for a newly created team

I am sure there is a thread somewhere that it explains it. I can't find it anywhere. I just want my teams to have simple kits, nothing fancy. Functional not fabulous.

In CM11, the options to assign a kit to a team are always grayed out. I tried cloning a kit, I just keep getting an error. I tried creating a patch of a kit then importing it as a new item (create rather than replace) it was still tied to a team...

Any advice at all is greatly appreciated. This is really driving me nuts.
