I used NHLview for NHL 06 and it is a great program to allow you to edit everything, just like the fifa games. You can't import Uniforms with it, but can set up leagues, rosters, stadiums, etc..

Just check out the "tools" section on that site.....there's pictures and explanations for the editiors....plus you can use EA graphics editor used for the NBA series of EA games for grahics.
