I don't know if this is old news for some of you. But I made some fantasy kits on Kit Creator (https://fifakitcreator.com/) and the shirt works well for FIFA 16. You can also do shorts and socks, but then you have to convert.
For those who are not skilled like me on doing kits I think its awesome. I will use the paid version, but the free version can work as well, this examples below were made with the free version.
You can mix many types of kits and play with imagination here.

Copy those you impored with cm on desktop from kitnumbers folder, and then copy from desktop to kitnumbers folder and replace.
There is bug when importing with cm. Only need to be copied in kitnumbers folder.

The team for which you have numbers is in the game? Or does he have a new ID? If this one is in the game or you have replaced another team, check the .lua file for that team. Maybe there is some other number you do not have.
