Yep, it's not necessary to replace the whole bitmap - parts can be left as is and other parts can be changed. (assuming that shorts location in the texture BMP is always the same. Otherwise, if it differs for diff. model, then it can be a bit complicated.)
One way to do is this:
Say, you're at the strip selection screen, and you're selecting the kit for home team. You have already loaded 3rd-kits or decided to use the 2 default ones - doesn't matter. So, now there are 2 kits in memory. We can have another hot-key which will trigger the "shuffle" of uniform parts, meaning that shirt can be taken from 1st strip, shorts - from 2nd, socks from 1st, etc. All combinations from two kits.
Alternatively, kitserver could just load individual parts from BMP files - we'd have to have a hot-key for each loadable part - shirt, shorts, socks... That may mean more "bookkeeping" effort for kitserver though.
