All the credits goes to the tattoo makers (Fifa 14 and Fifa 15)

Place the "body" folder in \data\sceneassets\ and regenerate using the tool you like.

Yes they do.
The files I've uploaded are the rx3 texture files.

does there not need to be a set of lua files in order for specific skin id's to
function in the game ?

you need to update that file unless RM has automatic tattoos.

someone correct me if i am wrong please.

it has automatic detection if RM is installed.

if you do not already have RM installed you must install it for the files to be activated.

Well, there are some miniface, adboard (eafh) and boot (ron) packs, but suprisingly what I've never seen is unlicensed national teams kits and logos pack. Is there one?

Thats pretty cool, thanks for the upload. In my Db I managed to have over 300 rx3 files in my "body" file over time from getting everyones work into my fifa 15...all are great
